✅Decent Homes Standard – Landlord Checklist

Is your rental property ready for the new rules? Use this checklist to prepare.

General Property Condition

- No serious health or safety hazards (e.g. damp, mould, unsafe wiring, fire risks)

- Structure is sound – no major issues with roof, walls, windows, or doors

- All repairs and maintenance are up to date

- Working smoke and carbon monoxide alarms installed

- Adequate ventilation throughout the home

Kitchen Standards

- Kitchen is under 20 years old, or…

- If older: kitchen is clean, well-maintained, and fully functional

- All appliances are safe, modern, and work correctly

- Sufficient space for cooking, food prep, and storage

- Worktops and cupboards are in good condition

- No signs of mould, damp, or poor ventilation

- Lighting and flooring are safe and appropriate

Bathroom Standards

- Bathroom is under 30 years old, or still in good condition

- Fixtures are clean, working, and safe

- Proper ventilation to avoid damp or mould

- Seals, tiles, and flooring in good condition

Heating & Energy Efficiency

- Effective and safe heating system installed

- Adequate insulation in walls, loft, and windows

- EPC rating meets current legal minimum (E or above — possibly C in future)

- No issues with draughts or cold spots

Modern Facilities & Layout

- Functional layout for the number of occupants

- Adequate space and storage

- Property meets any local space standards (especially for HMOs)

Records & Preparation

- Maintenance logs and repair history are up to date

- Property has been recently inspected

- You’re ready to make reasonable upgrades if flagged by inspectors

- Property is compliant with current Housing Health and Safety Rating System (HHSRS)
